I have been trying to get my vodafone account on my iPad but it will not except my pass word is it because my I pad has no SIM card

which me del of iPad do you own . Is it wifi or wifi and cellular ?

If wifi then it will not work on any network.

If it's a wifi and cellular one then ask about a specific SIM card for tablet use maybe.
