My background is in mobile device software testing, with 7 years of L2/L3 in GPRS and 3G protocol stacks.
GPRS service for the iPhone works perfectly, with ookla's speedtest app reporting ip addresses for 2G attachment as
10.96.61.37 / 212.183.128.74 gateway ip
Interestingly, ookla's app chose morcambe as the server to test speed with: usually it's more local, in Maidenhead. We'll come back to that. ping times are predictably dismal for 2G with no edge.
Now, if I push the iPhone onto 3G, we see these ip addresses reported:
10.139.29.168 / 255.255.255.255 gateway
You've granted me an IP address over DHCP but you're not sending me a gateway IP address at all.
Consequently, I get no data at all, because the network infrastructure isn't pulling anything from the Internet.
I've been using the iphone while away in France on 3G with no issues at all - repeat, my iPhone pulled about 10MB of expensive 3G data through as recently as yesterday when I was stuck in traffic near Chambery.
GPRS here in Burnham is working - slow, but working. I think if memory serves you haven't yet pulled SGSN / GGSN duties into the 3G RAN yet, so this legacy system still works separately from the RNCs which manage the 3G cells. Your IP backbone is, I presume, common, although I can't remember offhand if SS7 is used to hook the packet controllers at the 2G BSCs to the SGSNs and GGSNs which form the 2G / 2.5G network.
This basket of facts leads me to a conclusion, along with the vast number of people complaining they're not getting any 3G data service.
Your outage the other week in Basingstoke was far more serious that it sounded: you are still rerouting traffic through border IP systems all over the place (hence why speedtest thinks I'm in morcambe). The 3G cells have their RNCs online, but the core capability supplied by Basignstoke is still missing and as a result your data network is flickering like a dodgy lightbulb.
I hope I'm wrong, and the local 3G cells here are in some form of trouble (I am surprised to see the DHCP granted addresses for 3G not to supply a gateway IP address - this is very odd and not consistent with a RNC issue I think).
But if I'm right, you are all engaged here on these forums in firefighting very angry customers when you should be tetlling them the truth: that right now, you're scrabbling to get your network back up after the "robbery" that happened in Basingstoke.
If you need more information regarding details of the local cells, I've got a mountain of it available through the iPhone FieldTest app (this goes right down to scrambling code level with dB ratings for strength, neighbour cell lists and control channel information for 3G and 2G).
If the vodafone data network is essentially only a shadow of the Pre-Basingstoke attack, please be honest with us about it. Firefighting public opinion won't work, you'll lose even more customers that way. It's only when a company has to struggle in adversity that we see the true company ethos at work - if your credo is to cover up as much as possible, not respond or obfuscate in order to try to preserve shareholder value (and that would come from way above, presented to you poor excellent guys who run and moderate this forum as a way to handle queries of this nature) then this _will_ bite you on the ######, trust me.
Virgin Internet did the same about a failing router years ago, and it cost them dearly. For months they just kept rebooting a ###### router which gave no bandwidth, and they denied any issues existed while they tried haplessly to fix it. Eventually they came clean and replaced the core network equipment, but not before most of the world noticed, pointed, laughed and left.
Please give me a good answer to this posting. My continued business with you depends on it.

Thank you very much for your detailed post, you do raise some interesting points. In regards to the Basingstoke issue, I'm not aware of any knock-on effects that would be affecting the 3G network in general, I will flag your points up to our engineers for their consideration though.
In regards to your issue, it's possible that there could be a local cell issue, the Cell IDs that you've provided are in a different format to those that our internal system shows, so I can't say for certain which cells you're referring to. I've tried to search via the postcode in your profile but it doesn't appear to be valid. Would you be able to amend this please? I'll then be able to do a check of your area.

What format do you need the cell IDs in? I should be able to look them up anyway and give you the co-ords.

Hi aw2003,
Thanks for updating your postcode. I've taken a look at your area and can see that the 3G cells on site 6866 are currently locked down while work is done (reference 2184034 refers). I would expect that this is why you're encountering issues.
To be completely honest, I don't fully understand exactly what the issue is so will need to speak to my contact in the network team. Once I have more information, I'll let you know.
