iPhone 4s no signal

Hi all,
My father in law recently had a 'moment' where he lost his phone 100yds from home and cancelled his sim. Evidently he found the phone and donated it to my son, unfortunately it continuously says no signal. The phone is officially unlocked and I have tried the usual steps (restore, reboot etc), to no avail I have tried my sim in it to no avail, it is also from a 4s and works well in my phone, just not this one. Any advice appreciated.

Chances are if he reported it missing it has been blacklisted. Has he called back to say he has found it?

Did he cancel the SIM only or did he have the phone black listed as well?

I have now asked him to call through to inform them it was found. Because it was not the original phone on the contract, we thought they wouldn't blacklist it.
