No carrier seems to give a timetable for Blackberry OS releases (in fact, neither does RIM - which is why there's such a rumour mill surrounding any update). Why should Vodafone be any different?
If you know enough to ask about 7.1, you know where it can be found and how to install it if you want it. Cajoling on a forum (which is unlikely to be read by the actual guys/girls doing the tweaking & taking the decisions) for an official release which the OP (probably correctly) assumes will be devoid of some features seems to be a waste of time that could be used downloading/installing 7.1.

T-Mobile UK have not released V 7.1 if you check here:
I think you may be getting muddled up with T-Mobile in the US, which was announced last week.
As far as I know, there are no networks in the UK that have relased 7.1, however I could be wrong. Last I checked (Vodafone, O2 and 20/20) was this morning.

UK/European telcoms always seem to lag behind on these releases - leave pause for conspiracy theorists - but the fact is there is very little difference in terms of features between 7.0 & 7.1.
I've been running 126.96.36.1997 (pulled from a US telcom) for the last week or so. There's an extra menu option here & there but the only major changes are an in-built diagnostic application (Blackberry Device Analyzer ... their spelling, not mine!) and Mobile Hotspot (which can rebroadcast 3G as a wifi signal).
As it turns out, Blackberry Device Analyzer is amusing but not really that useful for most users & can actually be downloaded OTA for 7.0 without too much difficulty (I had it running on 7.0). And Hotspot eats the battery like it's going out of fashion (even more for the average 9900 user to complain about). The splash-screen even suggests putting the phone on charge when using hotspot.
With regard to battery life, 188.8.131.527 does seem to be better than 184.108.40.2065 (the current Vodafone offering) but around the same as 220.127.116.116 (the OS my 9900 had out-of-the-box). I am showing an average drain (with TinyMeter) of 3.8% with low-medium use ... so two days between charges with ease.
