Hey! I'm a Pay monthly user with a BB 9360 Curve, I can send messages to people but I cannot receive theirs I can't send requests or accept requests!

I have tried deleting BBM and restarting re-installing and all that jazz. Battery pull sim pull everything I can think of and I still cannot use the BBM Feature, Any help??
