Yes you can, but it takes some searching out - sorry I spent a while yesterday changing mine but I can't remember exactly where it was.

You will have to go to Settings>Sound>Notification ringtone and it will ask you if you want to use the phone gallery or the music folder that you have. You choose music and you should be able to choose the mp3 you want.
