Content Control is a legal requirement and it is placed by default on all mobile phone and dongles SIMs.  You may have purchased the dongle for a child to use and it to to protect them from accessing sites which would not be suitable for their age.

Content Control is a legal requirement

Really more for interest than for the particular problem here — currently, the provision of a child profile is not a legal requirement in the UK. Instead, it's something which the mobile operators agreed to provide (on a self-regulatory basis), after pressure from various groups and bodies. There's currently debate (by way of a private member's bill) as to whether there should be a legal requirement, though.
