Tablet Household starter fee?????

I have an iphone with one number and a data sim supposedly £5 a month for my ipad, hardly use it as I connect via wifi most of the time. On my bill it shows £4 something for the data card and Tablet Household Starter 500MB £8 something. The total £13 something, is this a one off charge or will it be the same every month?
