Top Up and Data Pack

I bought a dongle a couple of weeks ago, and now finished the 1gb that I had when I bought it. At this point I'd like to get another 1gb of data on it, so I put another £10 on it but then it says I can't buy any products with my number? How is that possible? Can someone help me with this?
