Unable to login to account

My mobile broadband account runs from 17th to 16th of the month.  The PC software has no obvious means of configuring that (the original did, but not the latest one that works with the dongle).  This means that I have to check the online account to make sure I don't go over the limit.  Unfortunately that seems to be exactly the time that the system is taken down for maintenance.  Why is this (this is the second time recently that the same thiing has happened)?

Why would cookies on my PC affect the availability of that particular part of your website - which was available a few hours earlier?  Also, this morning I have been able to login to my account, but no bills whatsoever are available.  This is a fault with you system, not with my PC.
