I must admit that from what you have said it does sound like a fault with the screen is freezing.
However to make sure that this is the case I would recommend trying a different SIM in her phone and her SIM in another phone, if the issue follows the SIM then we will need to check her account to make sure that there are no bars on there. If the fault stays with the phone as I suspect it will then we will need to look at a free of charge warranty repair if she has had the phone for over 7 days or an exchange if she has had the phone for less than 7 days.
If you can let me know the results of the above we will be able to move forward with the issue for her.
