Hi,
First try turning the phone Off and On to reset it.
Some phones have Text and Caller Blocking facilities.
Check your phone if your has such a feature and if you've accidentally added the persons contact number. Ask them to check their phone too.
If you can try your Sim Card in another phone as a Process of Elimination to rule out your Sim Card / Account or Phone that may be at fault.
If this happens in your local area check your masts.
Can you please check if you've not already done so what the Vodafone Network Mast Status Checker is reporting for your area.
Please use the Zoom out feature in the map to check surrounding areas for issues.

Log into My Vodafone in the red banner above and check the bars on your account. Mine sudenly developed one for texts.
When the account loads, click the Manage button, then Manage Services from the menu on the left. Bars is under that.
