Frustratio ns over upgrade

New to the forum so not sure if this is posted in the right place.
I was told in December I could upgrade in January. So I called in January and was told February. In February I logged on to the online upgrade tool and it said great news, I could upgrade. So looking around at handsets, and logged back in and it said "youll have to wait a little longer" log into account for upgrade date! So I logged in to my account and it said eligable for upgrade 19th February. Fast forward to today and I log in and it says im not eligible. So I phone up vodafone and they say Its now 11th March!!!
Does anybody know why they keep changing the date?? Im frustrated with this and am considering leaving Vodaphone when my contract is up.
