Shame to read that you're having trouble changing this. You can of course get your bill date changed - please note that this will mean a spot of 'disruption' with the amount pro-rata'd (the amount split up accordingly to the amount of time in the month).

Ive just recently joined onto vodafone and I received a text saying that my billing date/ direct debit date was on the 19th of July,
how can I change this date as I have no money in my account until the 28th of July and how can I get my monthly direct debit date to change to the 28th of every month instead of the 19th?

As soon as your first bill has been paid, you will be able to change your direct debit date to one more suitable through your online account or by calling Customer Services.
Your first bill will b higher as you will be paying a pro rata allowance for the first month, plus one months line rental in advance.
If you are going to be having a problem paying your first bill by direct debit, providing you pay the bill at least 10 days before the direct debit is due you can pay by credit card using the automated service on 191. Your direct debit will then be cancelled out for the first month.
