The webpack is only 250mb and is intended for mobile browsing from a handset which uses far less data then downloading full pages from a laptop and your 250mb will quickly be gone.
Tethering uses a different APN to handset browsing and if you are intending to use your phone as modem on a regular basis, you would need a tethering pack and be on a contract.
You may like to take a look at the PAYG dongles and modems on the website which are suitable for use with a laptop and will give a much more generous allowance.
