I have tried the suggested 1210 but people are still able to leave messages on my voicemail.
how do I disable it so they can't?
121 collect message (costs me money)
1210 = automated voice saying voicemail is turned off, (but in the real world it is not!)
1212 = turns on voicemail
payayg phone = samsung tocco lite.

no such thing as Call Forwarding
it goes Menu > Settings > then I have lots of options but not Call as you say
Menu > Settings >
Call > Voicecall > Call Fowarding > Cancel All (to cancel the diverts)

I was asking if you were using the original Samsung Tocco, the Tocco Lite or the newer Samsung Tocco Lite 2 - the reason I ask is that there may be a different way of cancelling the diverts between the 3 versions!
Menu > Settings > Application Settings > Call > Voicecall > Call Diverting > Cancel All (to cancel the diverts)

status already shows as DEACTIVATED
people can still leave voice messages which cost me to listen to them.
All I want to do is turn off the voice mail, it should be a simple thing in the 21st centuary!

If the call diverts are now cancelled, the calls should not be going through to voicemail at all - have you tried calling your phone when it is switched off just to confirm if the calls are or aren't being diverted to voicemail?
The only other way is what you are already aware of but say doesn't work:
Turn off your voicemail
If you decide you don't want voicemail any more, just call 1210 to turn it off.
Edit - according to Hot Questions about Calls - what can I do with my voicemail if you enter 1212 it will divert all calls to voicemail. Try entering 1213 to cancel this and then turning your voicemail off using 1210 and see if that works.

The reason we are all suggesting that you cancel the diverts is that the divert is what is responsible for taking your call to voicemail. If the divert is cancelled, the call doesn't go to voicemail. I have provided you with quite a few options to solve your issue, but you are yet to respond as to if you have tried them and if it has solved your issue. You can take a look at these options here.

I've just tested the 1210 service and it is working, can you confirm you've re-set the phone after calling?
It might be worth performing a factory re-set on the phone (be sure to back it up first) to revert back to it's original settings and trying again.
