Can't access onlne account

For the last few months I am trying to access my account online but continuously get the following error

 

There seems to be a problem with your account. Please try again or contact our help desk.

 Sorry, we're having a technical problem at the moment. Please try again in a few minutes.

 

It doesn't matter how many times I reset my password I get the same message.

 

I see the forum has this issue coming up repeatedly...what is the solution?
