There haven't been any site issues I’ve seen recently which would cause this, however the site map is the standard fallback page if the requested one will not load. When there's an issue with the online billing or the registration itself, there is usually a page which loads with one of a small number of error messages.
Can you confirm which browser you're using for me?
Also, have you cleared your browser cache recently? It pays to periodically clear your cookies and temporary internet files - the method differs depending on the browser you're using - as sometimes bad versions of pages or links can get trapped there and keep loading when you retry the page.
Finally, are you able to log into other secure sites online, such as internet banking, online shopping or an online email provider? If not then your cookies may be disabled. These are needed for secure sections of websites to function, so you would need to turn these on. Again, if you're not sure how to check, let us know which browser and we'll be happy to check.
