Hi. When I try to call or text, I get a message saying that my number has been restricted and that I should contact my customer care agent. Calling 191 works until I should be put through to an operator and again I get the same error message.
Please help ASAP.

If you have an account problem and would like to get your phone online as quickly as possible, you would be able to contact Vodafone from an alternative phone, the number of which can be found on the website.
Alternatively, pop into a Vodafone store and call Customer Services from a store phone. The store would also be able to take payment using a credit or debit card.

That would suggest that Vodafone have applied a Suspension to your account.
This could either be an overdue bill, High unbilled usage or a cancelled direct debit if you're within the first 6 mths.
Give them a call on 08700700191. They will soon let you know.

Thanks for your reply. However, I do not have an alternative phone and it is inconvenient for me to go to a store. Is there any other way to resolve this matter? I have phoned Vodafone several times within the last fortnight detailing the issue that I had. They said that they were working on it and I was reassured that I would get a call back soon without any problems to my usage. I did not receive this and someone else must have restricted my number. I feel like there's a distinct lack of communication between teams at Vodafone. Please could you liase with each other to find an optimal solution?

Only Vodafone would be able to restrict your service.
If it is important for you to get your phone back online as quickly as possible, you will have to call them or get help from a Vodafone store.
If you are going to wait on the forum for a member of the Tech Team to get back to you, you could be waiting for a further two days for them to email and for you to email back and if you needed to make a payment, the forum would be unable to take it.
If you do not have an alternative phone, there is always the good old fashioned pay phone.
