If you're not the account holder you'll need to have them present to get the replacement SIM.
You can go to any Vodafone store and an advisor can swap your number across for you there and then. Just be sure to back up all of your contacts and any text messages you have saved in the SIM memory to another phone or PC.

The account / contract holder can set up permissions for other individuals to access and make changes to the account if they like. If the contract holder is happy for you to have access then they'd need to call Vodafone who'll add instructions (possibly a password) onto your account.
