New extra line

 So I got a extra line for my wife on my contract and the bill is meant to be £20.40 and there is a extra £17.77 charge on the bill before the phone has even arrived. 

It's been awhile is there a double charge for the 1st month just wanted to check here before I contact Vodafone.

You need to check the billing dates.  It's more than likely pro ratered charging for the first month where you would have been charged one months line rental, plus a month in advance.

Vodafone also try and tie in the billing dates for the second line to keep them the same.
