Can't Download Apps From Play Store on 3G/H/H+, Can on Wifi

This is a strange one, and I'm at a loss. Can anyone help?
I am trying to update and download new apps. I can do this fine on a wifi connection, but if I disable wifi and try to use Edge/3G/H/H+ then I can't download. I can browse the Play store, the internet, get email, and widgets function as expected. Just when I hit "Accept & Download" the downloading bar stays on the "download starting" animation (one thin line, black dots moving rapidly across it left to right). The download never seems to actually start.
I'm trying to download the dropbox app, so I wouldn't expect that it's a problem with the app being hosted on an over-congested server, etc.
The phone is a galaxy S2 (GT-I9100), on ICS (4.0.3) standard samsung ROM, not rooted.
On to the troubleshooting so far, from searching the forum:
* Phone rebooted.
* Phone turned off, battery and SIM removed, reinserted, rebooted.
* APN settings checked. I have resent APN config messages by texting 40127, and manually by following the (out of date, pre-ICS) instructions in the SGS2 getting started guide/FAQ. There seem to be a few combinations of settings (wap/web usernames see links 1 and 2), and anything I enter manully doesn't work. I select the manually entered APN and the phone reverts back to the automatically configured APN after about a second. However, according to link 2 the auto config APN is just to vodafone live services, not internet access.
Can anyone point me in the right direction?

Further troubleshooting, I've tried clearing the cache and data for the Play store app, and the downloads+download manager apps.
Attempts to download take a long time (enough for me to go and get on with other things) and end in error 495.
I can initiate a download through the Play store in a web browser on my PC. The app shows as downloading on the phone (so there is a data connection of some sort) but the actual app download never completes.
I should also say this is on a monthly contract, not prepay.

I had this after flashing a Custom Rom.
The login to the Gmail account didn't take properly and I couldn't access any of my previously bought Apps or download any free ones.
I simply did a Hard Factory Reset and went through the setup process again, and everything worked!
Save everything from your phone before resetting.
To do a complete Reset open the dialer and type: *2767*3855# (This will wipe EVERYTHING)

When I updated to ICS the phone was factory reset before and after the flash. It hasn't had a custom rom put on.
The real strange part is that it all works fine on wifi. I've just initiated the update for drop box over wifi and the download starts instantly and the update is successful. If I uninstall, switch to mobile data and retry it fails.
I will try logging out of the Google account and re logging, and factory reset after that.

I have tried downloading an apk from the HumbleBundle (a games pack with very high bandwidth and good connectivity), and this has worked fine over mobile data.
I still can't download any apps from the Play store over mobile data though. Is it possible there is a block on my account at vodafone? I had trouble with the content filter being applied to my account (despite it being previously requested off), and now in the My Account settings I don't have the option to change it - there's a "no entry" sign, but the text says "Sorry, couldn't get setting".
I can't change it - I get a message to ring customer services (which I've done already, but this hasn't been fixed).
I also find it odd that in the my-device setting in My Account I seem to have a list of old phones - I can select a Galaxy S, but not an S2. There are no iphones at all listed under Apple - just "other".
Is it possible that my account isn't set up correctly, and this is affecting my service?

This is an unusual one.
What size are the apps you're trying to download? There is a size limit for apps downloaded via the store of 20MB - to save users' data allowances, Google ensure that any larger apps are downloaded by Wi-Fi only.
Can you also confirm if you have data access generally via the network for me? Are you able to browse the internet or use online apps such as news apps or Wikipedia when not using Wi-Fi? This would help to confirm the issue is associated with the Google Play account itself, rather than a general data issue.
Also, can you try signing out of Google Talk and then signing back in for me to refresh your registration?
If you haven't already, can you also take a look at Google's own page on troubleshooting Google Play download issues? This will help to ensure that if the issue lies with the Google Play side of things that you're speaking with the correct people to resolve it.

Thanks for lending a hand.
The apps I've been trying are small-ish, and well known - I wanted to try to make sure it wasn't an obscure app, and one that would definately work. The main app I've been troubleshooting with is Dropbox, but I've also tried Pulse News (6.18MB, 5M+ downloads) and Endomondo pro (4.15MB, 100k+ downloads).
General network access over mobile data is fine. BBC news widget and app, google currents, met office widget and app, national rail app - these all work fine. Web browsing (nationalrail.co.uk as a test) works fine. Even browsing the Play store works, it's just the downloads. As soon as I got home and tried over wifi it worked.
I was signed out of GTalk, but I've signed back in with no issue.
Going through the Google troubleshooting steps:
Device is supported (Galaxy S2)
Not a paid app (dropbox is free)
Cancel + restart, reboot and retry
Clear data and cache of play store, download manager - check. Also did GTalk for good measure, and was still able to sign back in.
The bit I can't check is firewall configuration ![]()

Ok, it now seems to be fixed.
I've done another factory reset (yep, was choosing "Vodafone Contract" - out of the list of many: vf contract, vf prepay, asda, etc etc).
I now have a new lot of APN settings, which don't match what I had before or after the first reset. They also don't match any of the links, or those from the sms/self-service.
