New users don't connect to sure signal. (SS2)

Hi, Looked around and can't find an answer. I set up a sure signal and my number worked fine. Then I added another number and that worked too. I've now added another 2 phone numbers and neither have got a text through to confirm they are a user nor can they receive signal from the box. The weird thing is when I put an accepted/working SIM in one of their handsets it gets signal fine. There isn't going to be a problem with the handsets as they are both Nokias. One is 18 months old and the other is a brand new lumia. The fact that even in full signal out and about they don't get a confirmation text message means there must be something wrong at Vodafone's end... Any ideas as I've tried adding and deleting their numbers over and over again and waiting days to see if a text will come through and It never does. Thanks, Matt

Hi, I've already looked through there and the closest I get is someone adding a user and they get a text message through and it still doesn't give them signal. My new users aren't getting a text message at all and there is nothing wrong with the handsets as they are both set up correctly.
