If you log into the router and go to Advanced -> Security -> Firewall

Is the IPSec VPN Passthrough enabled?

Just to reiterate for users of the new VirginMedia Super Hub 2 who may have previously used the original model, you do not need to add/edit (or forward) any port settings as previously suggested by VM support. Providing that you go to your Advanced Settings - Security - Firewall and tick the "IPSec Pass-Through" box, once you have then powered off and powered on your Sure Signal again, you should find that it sets up correctly.  It may take around 15 minutes for the System light to finally stop flashing but it will become solid to show that all is well.
