second hand sure signal

I have just been given a second hand sure signal. When I try to register it I get the message "sorry there seems to be a problem. We are working hard to fix the issue. Please try later"

This makes it sound like the problem is with them. But I wonder if the sure signal has been de-registered by the previous owner. If so why does it not say this ?

The device is still registered to the previous users account.

 

You need to ask the previous user to deregister the device. This can be done online through My Vodafone or by using live chat or calling.

 

As soon as this has been done you will be able to register the device to your account.

So why does it say they are working hard to fix the issue when they obviously are not. If I had not asked the question I could be waiting for ever for them to fix something. Surely this is the wrong message !!
