Expected 3G speeds on iPhone 4?

I've seen different reports on the 3G speeds to be expected on the iPhone 4, so I wanted to find out:
1. What the estimated 3G download and upload speeds are on Vodafone on the iPhone 4 if full bars?
2. How do Vodafone recommend I test my speed?
3. Are there any ways of troubleshooting speeds at either my end or the network end?
When running various speed test applications on my iPhone 4, the maximum download speed I have achieved (when in an area of full bars of signal), has been about 0.6Mbps, which I think is very slow. I was expected to see around 1-3Mbps.
I am considering restoring my phone from scratch as the signal seems to be jumping all over the place - it will jump from no bars at all to full 3G bars and then to Edge, with no correlation between these and the browser is actually able to download or not. Its a bit of a mess really so I'm going to try a full reset and restore tonight.
P.S. I never hold it touching the dreaded bad signal area on the bottom left of the phone so I don't think this is due to that problem but it may be of course.
Any help/tips/input greatly appreciated.

Oh my god that is nuts. I'm trying to figure out why in the centre of London all I can get is 400Kbps when the phone is lying on a table!!! What is going on??

James, please could you confirm what internet settings you have currently in your iPhone (Settings > General > Network > Mobile Data Network)?

Your download and upload speed on the mobile network is determined by the type of masts we have in your location, rather than the number of bars of signal you see on your handset. The signal strength bars denote stability of service, but should not impact your download speeds unless you have less than three bars of 3G showing (as this then represents an unstable connection).
A standard 3G site is capable of around 600kbps maximum download speed. In more built-up areas, we operate HSDPA cell sites, which offer either 1.8Mb/s, 3.6Mb/s, or 7.2Mb/s speeds. We will soon be rolling out even faster speeds to urban areas, and continuing to push our High Speed sites further out into the less populated areas wherever we can
If you post your full postcode, we can tell you exactly what speed of site is serving your area, to give you an indication of the maximum speed you can expect. It should be noted, however, that this is the absolutely maximum possible speed. Factors such as number of other customers connected to the same cell, and congestion come into play, especially during peak hours (between 8am and 8pm), so your mileage may vary

That's useful information thanks. Please could you advise me on the following two postcodes:
EC2M 1NH
SW11 1LN
At the SW11 postcode, indoors, I have sat my iPhone 4 on a table next to an iPhone 3G on O2 and done a speed test on both - mine comes up at about 400Kbps (sometimes lower) and the 3G comes up consistently around 2Mbps. Both right next to each other. Would you say this difference is purely down to Vodafone's network? If so obviously I am disappointed as I moved from O2, but otherwise there would have to be an issue with the phone or my setup? I've tried both the wap.vodafone.co.uk and internet APN settings which both yield the same results, I've done a full reset and setup of phone as new, and I've gone into a Vodafone shop and had a new SIM card installed.

I've just taken a look at your area and can see that you are in an area of good speeds (Up to 7.2 Mb/s) However you are quite a few streets away from the cell site. Can you tell me exactly what sort of speeds you are currently getting? (you screen shot didn't work)
I'm sure we'll be able to get to the bottom of this for you so just let us know

The fact that everything you've tried so far would suggest that the handset is at fault considering you've replaced the SIM and the issue is apparent all over the country.
