Problems unlocking iPhone 4

So after trying to get my PAC code twice, I requested my iPhone 4 to be unlocked once in store and twice over the phone and been told the wrong IMEI number has been submitted, then the Next request dissapeared even though I had a reference number and finally told it will definetly be done within 48 hours...... 72 hours and almost 2 weeks later my new 3 sim is gathering dust while I'm stuck with an iPhone on a network that has a 3G signal that constantly fails on me and an iPhone that I can only use in limited areas. Can anyone recommend who I speak to? Telecommunication ombudsmen?

Have you connected the phone to iTunes with a non Vodafone UK sim card to check if the phone is in fact already unlocked?

 

Also are you the original owner of the phone as only the person to who it was supplied on contract can request the unlock?

Yes and yes to both, and no joy. Almost 2 weeks seems to be a long time to do something when your told within 48 hours.....
