iPhone 4 and 4S

can someone explain what happens. I went into the Vodafone shop on saturday and asked for the phone to be unlocked from a PAYG contract. I received the email today to tell me the phone was now unlocked and to connect to itunes to update. Done all this and now i get the new carrier and the 3G symbol but only between 1 and 3 bars on the signal. I can connect to internet using 3G but cannot receive or make calls. I should also point out that at no time was i ask or told it would cost to have this done, although i have read that it costs £20.

Found the problem, it appears that the IMEI has been blacklisted.
