The first and easiest thing to check is that 3G is actually turned on - settings - general - network - enable 3G
Then the usual trouble shooting steps are reset - restore - restore as new.
If 3G is on and resetting or restoring doesn't work and the phone never connects to 3G it might be a hardware fault. In that case book an appoinutment with a Genius at an Apple store and they will replace it there and then if it is faulty.
