New iPhone 5s will not work without old iPhone 4s turned on

Just got a nano sim activated for new iphone 5s.

 

When I found that my old iPhone 4s was still receiving the same calls that my iPhone 5s receives I turned off the old iPhone and put it away. After turning it off the new phone neither makes nor receives calls. When I turn on the iPhone 4s the 5s begins working again. This means that wherever I am in the country as long as my 4s is on at home my new 5s will work. I would like to turn the old iPhone into an iPod but need to know why the two phones are reliant on each other before I deactivate it.

This is very odd.

 

Is the new iPhone 5s set up with a new number?

 

Just a thought to see if the old number is receiving the calls and has been set up to forward them on to your new number.
