This is something that would need to be looked into by Apple.

Try a hard reset.
Hold the home and the on/off button down until the Apple logo appears then release and let the phone reboot itsel.

Try this:

 

1. Double click the home button.

2. Swipe each window/app up until there's nothing left.

3. Go to Settings -> Safari -> click "Clear History and website Data"

 

See if that worse, but this is definitely an Apple issue.

I had this in Safari too on my iPhone 6 Plus.

It may be a bug.

Perhaps try another option such as Google Chrome in the interim.
