Has your Banks Customer Service sent you text confirming it's activated on your account.
When i set up Google Pay on my Note 9 my bank sent me a code by text and then sent me an email confirming this had been added to my account.

Hi @keithmmorrison what happens when you try and use it? Some payment methods require your phone to be active when you try and pay (not on lock screen, open on the main screen)

Nothing happens when i have it open on the main screen

I did read somewhere that having both NFC and Android beam on at the same time can cause a conflict. If you haven't done so already, try turning beam off and just having NFC on.
Also, there was an issue with the V8 a while back, it's made by ZTE and thanks to a Trump inspired trade conflict with China it wasn't possible to search for or install any Android updates, this has now been resolved so try seeing if you have an update pending as this may help.

One final thing you could try would be to cear data in the app (Go to Settings|Apps, then open GP and look under Storage. Hit Clear Data.) When you next open it, you'll be setting up from scratch and that may prompt it into action. You won't lose any personal data or your Google login by doing this.

I resolved my Google Pay issues on my Huawei P20 by getting a replacement SIM from my local VF and now it works fine. It was obviously a problem with the NFC chip in the SIM. Try that.
