You can use the app over WiFi but to locate your account the first connection needs to be done over a mobile data connection. As soon as this has been done you can carry on accessing the application using a WiFi connection.
Providing you are able to receive the text with the security code to your phone, you will still be able to log into your online account, this will give you exactly the same information as the app.
If you are using an Android phone, there is no reason for you being able to use mobile data. If you are having any problems with your connection it might be worth making sure your settings are correct and with the correct tariff from Vodafone you will be able to access the internet direct through the network.
