I have a vodafone smart E8 and whenever i try to turn it on it shows a red and white dot moving in a circle and its been like this for hours not sure why or what to do

a First thing I’d do is pop it on charge for 20+ minutes.
If the issue remains and nothing else works then you could as a last resort perform a Hard Reset which takes your phone back to its last firmware update.
Be aware a Hard Reset will delete your saved information like contacts, pictures etc.
If the Hard Reset fails to help then take the phone to your most local Vodafone Highstreet Store as they may need to send it away.
Take time and date stamped pictures of the phone and one of it turned on and one of any visible water sensor.
Vodafones 24 Month Manufacturing Warranty wouldn’t cover issues from a drop or water damage. If the screen is cracked then they would charge.
