Hello --
Is this the right forum for our question?
We bought Vodafone Plano Flat SIMs and service in Portugal in Oct 2016.
We will be in Spain for 3 weeks beginning Feb 2018 and want a data plan for Google maps and browsing, plus a few calls.
Does anyone know if we can top up each one of those SIMS for use in Spain, or have the accounts expired?

This is the Vodafone UK Community Forum so you would need to check the T&C's of that countries Vodafone Network. Even tho they share the same Brand name they are not linked.
In the UK if a Pay as you Go SIM card isnt used to make a call , text, use data or top up then after 180 days Vodafone UK can suspend the deactivate the Account after a further approx 60 days after that.

Hey,
I'll start by asking where you're from?
I'm 'guessing' (and it is just a guess) that you're from outside the EU.
If you bought sims in Portugual in October 2016 and working on the theory that you bought them for a visit there and and haven't recharged them since then chances are they'll have expired now. But best way to check is put the sims in your handset and try them. They'll have roaming on them so should pick up signal (if they're live) wherever you are.
But reason I ask where you come from is all networks in the EU offer free roaming in the EU meaning if you were from a EU country, you'd be able to roam in Spain no issues.
If you're visiting from outside the EU then I'd just pick up a lcoal Vodafone sim card upon arrival in Spain.
