Can anyone tell me whether it is possible for this device to act as a router with the static IP service provided by Vodafone?

I'm guessing that you mean that Vodafone issues a static IP to the device, which then uses its own DHCP server to handle IP addressing on the local side of the network?

 

If so, then, yes, this should work absolutely fine, but, unless you have a particular APN available to you which gets a static IP address, you will not get a static IP from Vodafone.
