Sure Signal V2 box cannot be reused?

I recently sold my Sure Signal V2 box, I checked with Vodafone support that it had been de-registered and was advised by them that they could find no record of it in my old account ( I no longer have a Vodafone phone)

The person I sold it to has emailed me the following message -

I have been unable to register this sure signal. I contacted the technical support system today and they are unable to re activate it. They advised 2 things
-that it is still registered and needs to be de-activated.
- that this sure signal devise was de-registered and if it has not been re-activated within 1yr 3 months then it becomes in -activated and can no longer be used by any one and ceases to be of any use to anyone.

If this is true that it cannot be re-activated, it would have been last used about 18 months ago, where in the terms and conditions does it advise me of this when I purchased it, and why will Vodafone not allow its reuse?
