Talk to Live Chat (Contact Us at the bottom of the page). Ignore previous failures and just ask them to activate the new SIM (to keep the conversation simple). I always use them in preference to the online form and have found them to be efficient and the process quick. If it still doesn't work, post back here as there may be an issue with your account.
