Hi, Welcome to the forums.
If it is a standard SIM card, I would say that they are available.
The question however would be if their system allows them to provision a new SIM with an old plan that is no longer available.
If you have a VF store close by, I'd pay them a visit, with your card and dongle, and just say that you would like to transfer the service from the old SIM to a new one, and see what they say.

A sim is a sim, so you shoudl be able to move your number from your current sim to a new one.
Vodafone don't offer the non-expiring pay as you go tariff any more, so this may be where the point of confusion lies.
The other thing that might cause you problems is if you haven't used the sim you currently have for a while then the sim/number often enough then both become deactivated. Once it's deactivated it has to be replaced, as opposed to reactivated. The only people that will be able to confirm the state of your sim/number is Vodafone themselves. The deativation situation may be the one that you're in and why they are saying that they can't fix things in an "as they were" way and are recommending that you go with a new tariff.
