If possible you could ask someone you know in the UK to pickup a payg sim card from a Vodafone High street Store or order one online to be sent to a UK address then activate it and lift any abroad bars , then they post it to you.

Essential that the SIM is activated while still in the UK. Trying to do this from outside the UK can work, but often leads to all sorts of complications.
