Why is the live chat button not always there?

Go to the below, select pay as you go, and there is an image of live chat but no link.

I saw it once and never again. I have to find a link on forum to get to live chat.

My point was I shouldn't have to go to a forum to get a direct link. It should just work.

I've just navigated to the Live Chat using the link and chose Payg and the link for Live Chat is there. I cannot use it as I'm on my phone at the moment.

I've also found it missing - working from the desktop site on a desktop - and reported it a short while ago, before seeing this thread. There's clearly some sort of a problem here, but the site isn't running 100% at the moment (eg the lack of headers and footers on the Forum) so I'd guess it might be related.
