Hi,
We're trying to upgrade to Vodafone FTTP. We had an engineer come out to connect it up, but they had issues pulling the cable through the current duct from the street to our house. They tell us we need Openreach to come out and put a new duct in, and that we should inform Vodafone of this. I've tried speaking to support, but it seems they don't really understand what I'm talking about... and instead keep offering me mobile phone offerings...
Is there some way I can inform a 2nd or 3rd line team, who can then arrange Openreach to do the work?

The engineer would have been working on behalf of Openreach (they do us subcontractors, such as Kelly) and it is up them to report the problem to Openreach, it's not for you to do..
But yes, you can also make sure Vodafone are aware of the problem.
