20% Packet loss and less than 5mbps download on Gigafast 900 / CityFibre

For the last 48hrs I've been experiencing intermittent packet loss of up to 20% and download speeds as low at 2Mbps.  Anyone else seeing this?

 Are you seriously telling me you've not come across ISP contention ratios?  I'm not here to Google things for you.

Yes I've come across contention ratios, however, the article you linked to doesn't mention them.  Those contention ratios are a thing, does not mean they are being implemented on your connection and are the specific cause of the issues you are experiencing!

*I first experienced contention ratios on a Coventry Cable connection in the 1990's with a 20Mbps (very high for the time) capability shared between up to 8 properties.  As that was very early for cable internet, mostly other users were just watching cable TV and my "share" was mostly around 17 - 18 Mbps!
