Massive packetloss this evening and sub 1mbit download speeds

Firstly my sync speed is absolutely fine, but tonight both me and a friend in the same local area are both experiencing the same issue with Vodafone broadband, the upload speed is unaffected but download speeds are below 1mbit, there is approximately 20-30% packetloss which may be contributing to the issue.

I believe this issue is localised as there isn't anyone on twitter complaining about the same issue.
