What is your upload sync? Try testing wired if you are currently wireless. Superfast or Superfast2?

How can I view the upload sync speed? I'm using a dm200 modem and rt-ac68u router.

Haven't a clue, never even heard of that modem. Perhaps that has something to do with it. I assumed you were using the Vodafone supplied hub.
Have you tried wired instead of wireless? Without knowing your sync speed it is impossible to suggest much as that would be the starting point. What do you get with the Vodafone hub?

I can put the vodafone hub back on. However the dm200 reports a sync speed of 27meg. No mention of upload sync speed. Where is the upload sync speed on the hub?

The sync speeds are the first thing you see when you log in.
I think knowing what you get with the Vodafone hub is a good start.
Did this problem just start or has there always been a low upload speed?

The DSL status page also gives lot of useful information:
DSL Status This status page shows technical parameters of your data connection. DSL Status Information
Line Quality Downstream Upstream
Current Rate | 78687 kbps | 20000 kbps |
Maximum Rate | 81116 kbps | 28942 kbps |

Attenuation | DS1 8.8 dB, DS2 21.2 dB, DS3 33.0 dB | US0 1.9 dB, US1 14.6 dB, US2 23.4 dB |
It would be useful if we could see your equivalent figures.

Wired and wireless perform the same for upload speed
