How do I report an outbound network configuration error?

I have two specific numbers which can't be reached by Vodafone customers, but which work from other networks.  It looks to me like a routing configuration error within Vodafone -- this does sometimes happen given the complexity of the networks they connect to.

The numbers are UK points of presence for a video conferencing service.

After an extremely frustrating 45 minutes on a chat session I have got nowhere - complete refusal to accept that Vodafone needs to own this issue.  They just say "the number at the other end is out of order, you need to talk to them" ... but at the other end, the number is fine from any network other than Vodafone.
