The Vodafone help support page still.says it is
"Vodafone Total Rollover lets you take unused allowances from your previous Big Value Bundle into the next 30-day period. So, if you have any unused data, minutes and texts, it’ll be automatically rolled over to the next month, at no extra cost. "
If you think it hasn't on the Big Value Bundles then Customer services on 191 or Live Chat can access your account and check.

Did you change the value of BVB at the end of the previous one? If you do that, the rollover won't happen, but otherwise it should. My BVB renewed on 3 August, and rolled over as it should for all three of data, minutes and texts, so definitely check with CS or Live Chat if that hasn't happened for you.
