PAC code refused for PAYG

I received a PAYG sim for Vodafone and registered last Friday, the aim of this was to transfer my number from EE contract to a PAYG sim temporarily until I received my new contract phone.

i have had the number ported to the Vodafone sim however I have since ordered a new contract phone so contacted Vodafone to request my PAC code for the PAYG sim however they are refusing and saying I need to be a Vodafone customer for 30days minimum before they will provide the PAC code.

i can't see anything in the terms and conditions about this, anyone else had these issues?

Car Phone Warehouse are advising that for keeping number with an existing network who will not give you an upgrade deal to match what is available to a new buyer then you should acquire a sim only deal and go through 2 PAC operations. Might well be an irritation to networks but if they offered all customers a chance to access all the offers available then they would not have the problem.
