I am on a VOXI pay as you go plan and every time I try to set up my personal hotspot I get redirected here. Can anyone help?

Unless Voxi have a restriction on tethering/personal hotspot, there is no reason being unable to use the service.
You really need to take this up with Voxi Customer Services but these links may help.

Occasionally a persons account needs provisioning for the hotspot feature to work.
Customer service can do this for you
