I have vodafone sim which is deactivated, when I call to this number its goes on voicemail with 'you have dialed an incorrect number, check the number and try again ' message.
Is it possible to reactivate this sim ?

Only if it's been a day or so that it's become deactivated.
After that when a number is quarantined it's eventually put back in the number pool to be re issue out at a later date.

How long has it been since you last used the number?
If you are receiving that message it sounds like the number has already gone for recycling could be anywhere in the system and may even be allocated to a SIM ready for reissue.
The best thing to do is to use live chat, they will be able to tell you is it possible to locate and put the number on a PAYG SIM card.
Where PAYG numbers are concerned with there not being an infinite number of mobile telephone numbers available, once the number has not been used for a lengthy period, networks have to disconnect and recycle the number.
